      Does this look like a bad relay? I don’t know what that black stuff is..it looks like sharpie or something.?

              Hard to tell from the picture. Basically you are looking for either cold solder joints, cracks in the solder joints, or a cracked board (probably rare). Good solder joints look shinny, bad ones look dull. There aren’t that many connections on that board, I’d just touch them all up and go with it.

                The two on the right middle definitely look like they could use some love, as well as some of the smaller ones. If you are handy with a soldering iron, it should be no big deal. Have you tested for fuel pressure? The main relay controls the fuel pump. Just curious why you have it out. Here’s Eric’s vid on repairing the main relay, but I think I’ve linked it to you before. Just covering my bases.

                  I checked the fuel pressure today and nothing came out through the hose that goes to the fuel rail. So I thought it could probably be the main relay.

                      I would check the ignition switch first, the newer main relays didn’t have the same problems as the old which showed up around 2000, however there were still plenty of issues with the ignition switches. Sometimes you can pull the lower steering column down and see melted solder in the lower cover from where the electrical portion of the ignition switch melted. If you find that replace the electrical portion of the ignition switch and recheck for the symptom.

                        +1 on the ignition switch.
                        Although it would not hurt to touch up those solder joints as said above.
