Here is a video by Eric that may help –

You need to check the basics first such as your fuses then onto your relays. You need a DVOM to make sure you do have power going to your radiator fans.

Again, the above video will explain some of those practices.

        Keep us posted!

I have checked the fuses and there good! I checked the fan as well and that’s good. The problem I found was that the wires from the connector aren’t getting any signal. And what could that black thing be? I saw that the wire was messed up and thought it could probably be that..

In that picture, the black sensor, which I’m assuming (yes, I know what happens when you assume) is the ECT-Engine Coolant Temperature sensor, it looks like the wires are missing insulation, and are probably shorting together. You should probably repair that section of wiring, and go from there. This also happened on your dizzy wiring. What happened to the harness in your car?

Would adding heat shrink help? Or should I change the ECT as well?
I have no idea..I bought the car like this..Im thinking of adding a new harness in..

Split the current wiring insulation apart, and either cut the wires, and add some some heat shrink to replace the insulation, and resolder the wires. Or you could go super cheap and split the wires apart and use electrical tape. Regardless, you can’t have those bare wires touching.

How did you check your fuses.
Did you use a test light or a DVOM?
There is a 7.5amp fuse under the dash for the cooling fan relay (make sure it’s good).
What sub model is your civic?
                  Does your temp gauge work?
Are you sure the car is hot enough for them to come on?
It’s ok for the temp gauge to go over half as long as it comes down when the cooling fan comes on.

Could it be that black sensor that could be causing the problem?

Have you checked for air in the cooling system? This is the first place that I check in a situation like yours, don’t worry about the fan switch or anything else until you first verify you have all the air out of the cooling system as the fans will not work correctly if there is air in the cooling system. I’m not saying don’t check the fuses because that’s also a good idea but start by bleeding the cooling system.
