2000 D16Y8 civic valves leaking

Yesterday on the way home car throws a p1399
Random misfire . Today I find it cyl. #4 add compressed air to the cyl. And did that both exhaust and intake valve are leaking . What would cause both intake and exhaust valves to leak simultaneously? Car was running good till this code appeared, but does use oil at a rate of 1 qt. Every 300 miles . All cylinders showed ring leakage as well but the valves of #3,#2,#1 checked out good no leakage . I guess motor is tired what should I do?
