2000 Civic P0740 code and no voltage???

I’m getting the P0740 code on my 2000 civic circuit open TCC soleinod test out fine how ever I’m not getting voltage from the female side of the connector (C124) so I checked for voltage at the ECU/PCM on connector D at Pins D1 and D3 by back probing each and still now voltage on either terminal. All fuses check it as good tranny shifts fine changed out PCM to a know good one still no voltage at pcm for D1 D3 what am I missing???? Help!’
