My sons ’00 civic ex coupe no ABS has a hard brake pedal most of the time now . I checked the vacuum hose with the check valve in it and it seems to be working correctly. I did test the booster as per the service manual and booster seams fine except for the hard brake pedal . After the car is driven you will occasionally get a normal brake pedal and brake operation, but it is sperratic and short lived. Is this a bad brake booster? no fluid leaks any where on the brake system, also brake light is on constantly. Any ideas.???

Disconnect the vacuum line going to the booster and check to ensure it has vacuum…. If you can’t feel a difference in brakes between when disconnected and connected (with engine running) chances are something is wrong with your Brake booster…

It may be as simple as low vacuum level from the engine. That = low compression. Not tight piston rings. Then engine does not develop enough suction to booster.
