I have a 1999 Honda Accord LX and its making a whining noise when i push the throttle. its coming from the belt and pulley area and i saw that one of the pulleys is very loose. Also it seems like it has less power when driving. Im putting on a new pulley and new belts. Any ideas? Thanks.

see if this helps. with the belt off spin the pulleys by hand to see
if the are making noise. Also remove the belt and start the car to see
if the noise goes away. this will narrow down its belt driven.

If you can actually SEE pulley loose, it’s long due replacement or repair.
reason you have less power is that now you have under performing alternator, aka electrical heart of the system, that is spun less efficiently by loose belt.
