We will probably need some more information than that unfortunately. Where is the whistling coming from?
Hi qwerty,
It may help to have someone else start the car while you are near the engine, with the hood up. This might help pinpoint where this “whistling” noise is coming from. Let us know what you find out and keep us posted.
It might be normal, if the 99 still has an FITV (cold start valve) it may be that you are just hearing this until it closes up. In addition of you have an aftermarket intake these are famous for causing noises like this.

yea the whistling is coming from the engine, but this is all of a sudden, is it really becuz its getting cold and winter is approaching like etcg says cold start valve, and its basically normal?

then theres this link on how to clean your FITV, but im not sure what my problem is exactly, all i know is that theres this whistling now a days.
If you do find the noise coming from the FITV you can run it down a little to help eliminate the noise if that’s the source. Remember it’s important to bring it back up that 1/4 turn or else it may not run well when cold. nice this helped me alot. i did watch that honda idel vid but i didnt connect the two after my problem occurred.
