I have a manual 1999 Honda Accord that will randomly have an RPM surge while driving, usually under 40 mph. When it does this it surges like if I stepped on the clutch while driving, rpms go up, no acceleration. If I take my foot off the gas and reapply it after a couple of seconds it usually goes back to driving normally.

Some background, the CEL throws a P1457 EVAP System leakage, that CEL has been on for a while, but the surges have just started a couple of days ago. Last week replaced the spark plugs and wires, and the ignition switch which helped stop intermittent stalling.

      Any help would be appreciated.

How long ago did the CEL code get pulled. There might be more additional codes now stored that may offer direction.

EVAP system leakage could point to the issue. Things rarely improve when ignored, so the issue may have gotten to the point where now you have a massive issue.

I’m thinking there’s a good sized vacuum leak in the makings that is creating a lot of problems. It’s just a guess.

Replaced the vent shut valve and vap cannister yesterday, it cleared the code but had no effect on the problem, waiting for new codes to appear…

When it does it, is it like this rhythmic surge?
My Acura does that about once a month on cold startup, regardless of the weather.

The only code mine has had in the three months I owned it was a p0401 which is a clogged EGR system (since fixed).

I thought mine had a bad IAC but it has done it a couple times since replacing that with a junkyard one (yeah, smart idea, whatever).

Flooring the gas for a split second a time or two seems to get it to calm down.

Unless a problem is consistent or serious, I tend to not worry too much. If yours is doing it only on occasion, you probably won’t get any codes for a while. Codes only show up when the PCM thinks there is a real problem, not every time the engine hiccups. Otherwise the CEL on pretty much any car would be going bananas all the time.

you say whilst driving, the rpm goes up but the speed of your car does not go up
being a manual gear box, the only thing I can think of is the clutch is slipping for some reason, I could be wrong, I don’t know the design of the gear box
I remember a few years ago I had a car doing this intermittently,
There was an oil leak from the rear crankshaft oil seal, the oil was getting on the clutch
              drive plates and slipped
also I have come across sticking thrust bearing that wont slide on the shaft
The way I used to check for a slipping clutch was to drive it up a hill and put my foot down on the accelerator to put it under pressure and listen to the rpm of the engine

Let me clarify, the past two days the surge has gotten worse, pretty much anytime I apply more than a minimal amount of gas the rpms start to surge, it takes me a good 20 seconds to get up to 40 mph, when I shift gears it surges the most, like I said earlier I have to take my foot off the gas to get it to subside and then gently apply the gas again to speed up. The odd thing is there is no CEL and I checked today for vacuum leaks and couldn’t find any.

I have the same problem with my Civic 98 1.3L Automatic transimission, the CEL is on, and the idle is rough at park, when put on drive, I have the same surge when applying the gas, I’m doing the same thing , reapplying the gas to accelerate the car. I’m not car smart, so I’m going to see a mechanic.

                  Keep us posted.

Just got the clutch replaced and that cleared up the problem, thank you all who took the time to read my post.
