1998 honda civic LX electrical issues

have a 1998 Honda civic LX. Power windows, head lights, hazards, radio, wipers work. No A/C, blower, windows, speedometer, tach, temp gauge, fuel gauge. I have checked all fuses , relays. Ignition is hard to turn. Any help??

Does it run? If yes, check your ground connections.

Yes it runs and I have checked ground, battery, battery connections etc.
