98 civic ex 361k. Only getting about 26 mpg. I jumped the service connector and the cel flashed a code 45 (Fuel system too rich or lean). I have replaced the fuel filter and plugs I also switched out the igniter with a known good one and no change. Car idles completely fine. When driving at low throttle there is a slight surging in power ….if the throttle is pressed further it feels exactly like a partially clogged cat ( power is maybe 70% or less). When in V-tec it will miss and looses power around 6700 or so. The plugs I replaced where horrid absolutely covered in baked on carbon…..I can only imagine what the combustion chambers look like. New pluges pulled after 200 miles have a slightly white hue to them.
I’m thinking fpr or 02 censor but looking for other opinions. Any help is greatly appreciated. I also checked cam timing as 1 tooth off has similar characteristics as to whats happening ….everything lined up perfect.
