It sounds like the engine is seized. was it running before? Put a bar and socket on the crankshaft bolt and see if you can turn it. If not then remove all of the spark plugs and try again. It could also be hydro locked so if it turns with the plugs removed you will need to check deeper.
Could also be a intermittent dead spot on the starter, has happened to me before. When I took mine in it worked fine but it would only work 1/4 times. turn the crank with a big bar and socket like wys said if it hasn’t been run in a long time. Also if you have had any indication of a head gasket leak, one of the cylinders could be full and it won’t turn. thats rare though
Stick a fork in your engine, Son… it’s done.
If it isn’t rotating via starter or by breaker bar, it’s seized up bad.
Time to find a new ride or a new engine…

take the spark plugs out and try again, How long has it been sitting? and one thing you ca do is take the plugs out and load the cylinders up with some pb blaster over a few days and keep on trying to rotate the crank. Old times use this on junkyard finds for classic cars to keep engines original. It work sometimes, worth a shot.
