      have you checked for power and ground to the 02 sensor heater?

                    A DVOM will not be able to update quick enough, Your best bet is a scope or graphing meter for your o2 sensor readings.

                      like stated above you will need a graphing meter or a scope to do a good test on the 02 sensor. it will be much faster with the CEL code.

                        Since you say you’ve replaced the sensor 3 times, and all the exhaust, then the next step is to inspect the wiring to the sensor itself.

                              So i got the truck scanned and the code came up P0146 Bank 1 sensor 3 HO2S an according to alldata this DTC pops up when the vehicle control module detects no HO2S activity, Any ideas on where to go from here?

                                check the wiring integrity all the way back to the PCM

                                  Since you’ve replaced the sensor without result I would check the wiring all the way back to the computer, you could have a wire or connector problem somewhere.
