-1992 dodge stealth base 3.0 v6 SOHC model 5 speed.

I recently bought a 1992 dodge stealth that had been sitting for 10 years. I’ve been slowly piecing the car back together trying to figure out what has went badrotted over time. I’ve already replaced the ECU, IAC, and spark plugs. the car will start and run for a few minutes then the fuel pump begins to make a loud surging whine(however, previous owner had just put a new fuel pump in before i bought it, but he took out the two way valve that was back there and ran it straight hose). I also pulled the vacuum hose off of the fuel pressure regulator and ran it to see if maybe it was spitting gas, it was not. This car is federal emissions and doesnt have egr valve etc… I know the valve seals need to be replaced as well, oil burning oil coming out of the tailpipe, fouling plugs etc..The car also hesitates if i push the gas petal down too fast.
