1990 Honda Accord LX, 4Dr, AT, 250K miles. Brake pedal goes lower and lower when slowly stop at red light. Eventually, it will close to floor and I have to release brake pedal and re-apply brake to stop car. This only happens when slowly stop especially downhill stop. If I suddenly press brake, it works and car stop. After some reading from car repair forum, it seems to be the master cylinder problem. Is my assumption correct? Do any other experts have any other suggestions?

A regular old leak that’s not very large will do the same thing. At least visually check the whole brake hydraulic system for leaks. Rusty brake pipes in the rear will usually leak worse than what would cause your symptom, but look for that anyway, and look at the caliper piston seals and the wheel cylinder seals in the back.

That would be a really good time to make sure all your bleeder screws break loose.

If there is no leak, then the master cylinder is probably it.

Be sure to also check for external leaks in the system as stated, but what you describe does sound like a master cylinder issue.
