Im trouble shooting a no radio, parking or interior lights malfunction. Customer states problem started after hooking up a fried/shorted ObdII scanner LoL. Ive traced the problem to the passenger fuse/relay box. Im only getting 5.7 volts to fuse 9,10,11,12,13. My chilton diagram for this vehicle isnt really detailed. Assuming a relay failure do you have any idea what one to start testing/replacing.

You need to get a power distribution diagram and find what main wire feeds those fuses and trace the voltage drop on that circuit.

Problem solved. I found a exposed wire on the back of the Back up /Acc 40amp fuse in engine bay fuse box.
