04 Town & Country, P0032 O2 heater circuit

2004 Chrysler town and country is throwing a P0032 “O2 heater circuit high” (open) immediately upon key on engine off. Swapped sensor for known good one off another 04 T&C, same behavior. Verified the ground wire at the harness connector is good. Swapped PCM with known good one, same code.

Update: Voltage on heater control wire at connector is 1.1v key on engine off, 9.2v engine running. Guess it must be a short in the control wire, but I just swapped the engine and didn’t notice any harness damage (the code occurred before swap also). I don’t have the pin outs for the PCM connectors so hopefully the short won’t lead me on a wild goose chase trying to trace down the right wire at PCM.
