03 windstar belt tensioner

I appreciate college mans reply–the problem seems like it’s the alternator–which brings me to the next problem. I have mounted the alternator but cannot get the tensioner to move–I cant get a socket on because theres not enough room. the bolt is 15 mm. does anybody have any advice? Thanks Kenny
